It is not allowed to start building any construction within the confines of the Municipality without having obtained the necessary building permit. Starting the construction of a building without having obtained the building permit will be sanctioned with a fine amounting 5 times the amount of building permit fee (rate of 2003). If no building permit is applied for or if the construction cannot get a building permit, than the construction will be demolished.

Building permit applications should be made with a number of documents. We recommend to ask the architecture and the Municipality Department of Urban Planning to guide and assist you for the compilation of your application file. The Municipality Department of Urban Planning will study the demand and if the file is complete, it will deliver the Building Permit. The construction must then start within the two years after the delivering of the building permit. If the construction is not started within the two years after the delivering of the building permit, or if the construction is not finished accordingly the conditions of the building permit within the five years following the delivery of the building permit, then the building permit will not be valid any longer. In this case and if the building permit is not renewed, no construction will be allowed and the partly constructed buildings will undergo the same procedure as for the un-allowed constructions.
